(Notification) Haryana Civil Judge (Junior Division) Examination 2016-17

In continuation of Advertisement No. 6 of 2016 published on 20.03.2017 the Haryana Public Service Commission invites online applications from eligible candidates for the posts of Civil Judge (Junior Division) in the cadre of Haryana Civil Service (Judicial Branch). The category wise break-up of posts is as under:

Post Details:

Total No of Posts: 107

Pay Scale: The pay scale for the post is ` 27700-770-33090-920-40450-1080-44770 or such as may be revised by the Govt. from time to time. Service conditions will be communicated to the recommended candidate’s alongwith the appointment letters by the Govt.

Note I : Those candidates who had applied earlier against Advertisement No. 6 of 2016 published on 20.03.2017 need not to apply afresh. The terms and conditions regarding eligibility for these candidates shall remain same as detailed in advertisement published on 20.03.2017

Educational Qualification:

No person shall be eligible to be appointed a Civil Judge (Junior Division) unless he holds a degree of Bachelor of Laws from a University established by the law and approved/recognized by the Bar Council of India on or before closing date i.e. 30.09.2018.

The expression “Degree of Bachelor of Laws” means a degree entitling a candidate to be enrolled as an Advocate under the Advocate Act, 1961, and the rules made there unde.

The candidates should hold the degree of Bachelor of Law on or before the closing date for submission of online application form i.e. 30.09.2018.

Age Limit:

Candidate should not be less than 21 years and not more than 42 years as on 30.09.2018.

Plan of Examination:

The selection of suitable candidates for appointment in HCS (Jud. Branch) will be made by holding an examination. The examination shall be conducted in three stages namely:-

(i) Preliminary Examination,
(ii) Main Examination,
(iii) Viva-Voce

Exam Syllabus:

Syllabus for Preliminary Examination:

The Preliminary Examination shall be of objective type with multiple-choice questions as distinguished from the main written examination which shall be of subjective/narrative type. The OMR Sheets (Answer Sheets) will be scanned by Computer. So there is no provision of re-checking/re-evaluation of OMR Sheets.

The question paper for Preliminary Examination shall be of two hours duration. It shall consist of 125 questions and each question shall carry 04 marks and for every wrong answer 0.80 mark shall be deducted. There will, however, be no negative marking in respect of un-attempted questions.

SYLLABUS FOR MAIN EXAMINATION:

The Main Examination shall consist of six papers, five written and viva voce. The description of papers and the syllabus shall be as under:-

Paper-IICivil Law-II Hindu Law, Mohammadan Law and Customary Law, Law of Registration and Limitation. 200 Marks
Paper-III Criminal Law Indian Penal Code, Criminal Procedure Code and Indian Evidence Act, 200 Marks
Paper-IV English The English paper will be of 200 marks and consist of the following:-

1. English Essay (1000-1100 words)
2. Precis
3. Words and Phrases (Make sentences of the given words and Phrases)
4. Comprehension
5. Corrections

Paper-V Language Hindi (in Devnagri Script) 100 Marks
Paper-VI Viva-Voce To judge the personal qualities of the candidates. The viva-voce shall relate to the matters of general interest and is intended to test the candidates’ alertness, intelligence and general outlook. it shall be conducted in English. 200 Marks

Note:-

(i) Main Examination will be subjective/narrative type. Main Examination will be conducted in English Medium except for language paper.
(ii) Copy of Bare Acts of legislative enactments only shall be supplied.
(iii) Each written paper shall be of three hours duration.
(iv) The standard of the language paper shall be that of Matriculation Examination of the Board of School Education, Haryana.

Language paper (v) shall comprise the following:-

(a) Translation of an English passage into Hindi  20 Marks
(b) Explanation of Hindi passage in prose and poetry in the same language  30 Marks
(c) Composition (essay), idioms and corrections  50 Marks
Total  100 Marks

Candidates thrice the number of advertised posts including bracketed candidates, if any, in order of merit of Main Examination will be called for viva-voce

APPLICATION FEES: -

The category wise application fee structure payable through Net Banking, Debit Card and Credit Card upto 24:00 hours Midnight of closing date i.e. 30.09.2018 which is as under:-

How to Apply:

Note: Candidates are advised not to send the hard copy of online application form and other documents to ​Commission's office, if it is sent the same will not be entertained.

1. Please read complete instruction of advertisement available under " Advertisement & Instruction " menu of HPSC portal i.e. on www.hpsc.gov.in and www.hpsconline.in before applying for the post on HPSC online portal for all post advertised by HPSC.

2.Candidates can apply ‘ON-LINE’ through HPSC website http://hpsc.gov.in or http://hpsconline.in w.e.f. 02-08-2018 to 04-09-2018. . The candidate should supply all details while filling the Online Form.

3.After applying online your registration no. and password will be generated. You should take print out of the registration no. and password for fee payment, printing of online filled application form and downloading of admit card for examination /interview etc. You are advised to keep the registration number & password for your record & future references use.

4. After Completion of online form you need to pay fee for the applied post by clicking on Pay fee link. After clicking online fee link you need to login by using your Registration No. and password/DOB for payment of fees.

5.Your application will be submitted to HPSC online portal only after confirmation of your fee payment. HPSC is not responsible for any type of failure of you online fee payment by any means like internet connection issue, low internet speed, use of mobile internet for fee payment, payment gateway failure etc. Candidates are advised to pay fee till the confirmation of his/her fee to HPSC online portal using proper high speed internet connection and browser.
