Commenced by the Ministry of Panchayati Raj, the SVAMITVA Scheme has
garnered the esteemed Gold accolade at the National Award for e-Governance
2023. This recognition is attributed to its ingenious application of
emerging technologies to deliver services centered around citizens.
The accolade was conferred during the 26th National Conference on
e-Governance (NCeG). This initiative utilizes cutting-edge tools like drones
and GIS (Geographic Information System) to carry out surveys and map
residential zones within villages.
About
The SVAMITVA initiative represents a collaborative endeavor involving
the Ministry of Panchayati Raj, State Panchayati Raj Departments, State
Revenue Departments, and Survey of India.
Objective:
To deliver a comprehensive property validation system for rural regions
of India.
This program focuses on the systematic mapping of land plots within
inhabited rural zones, employing unmanned aerial vehicle (drone) technology
and Continuously Operating Reference Station (CORS) methods.
The nationwide mapping endeavor will be carried out in multiple phases,
spanning a duration of four years, commencing from 2020 and concluding in
2024.
Benefits
This initiative aims to enhance the efficiency of planning and revenue
collection within rural regions, while also ensuring enhanced clarity
regarding property ownership rights.
The program will facilitate the generation of improved-quality Gram
Panchayat Development Plans (GPDPs) by utilizing the maps produced through
this project.
Mandated by the constitution, Gram Panchayats are responsible for
creating GPDPs, which contribute to both economic advancement and social
equity.
These plans are developed through an inclusive process that aligns with
various schemes from pertinent Central Ministries/Line Departments, covering
29 subjects outlined in the Eleventh Schedule of the Constitution.
